Hiring Range: $89K - $113K depending upon additional education, training, and experience of the selected applicant.

RSI EnTech, LLC is recruiting for a Construction Quality Control Manager (hereafter QCM) with at least 10 years of US Federal project experience implementing the three-phase quality control inspection and testing process as defined by the USACE Construction Quality Management for Contractors manual (current version). As a QCM, you will be expected to be a project leader with regard to both quality and safety, and to support both field and office management in the efficient and timely execution of project work. Your main field Project Execution functions will initially include implementing the three-phase quality control inspection and testing process at construction sites throughout the DOE Legacy Management complex; executing Stop Work authority for quality and safety; tracking quality deficiencies through closure; performing materials receipt inspections; supporting subcontractor oversight with respect to quality; and as the program grows, training and mentoring junior QCMs to conduct field quality control inspection and testing programs under your supervision. Your support to Project Execution, both on- and off-site as required by the project will include reviewing subcontractor submittals; supporting construction planning and scheduling; supporting answers to field questions from subcontractors; and project reporting. Your main office planning functions will include participating in Project Planning supporting project charter and project management plan development; integrated project team tasks; supporting design reviews from a quality perspective; developing project-specific Construction Quality Control Plans and lists of Definable Features of Work; and supporting acquisition and field execution planning. For shovel-ready projects, you will support proposal and bid development. For completed projects, you will support closeout and lessons learned reviews. You will report directly to the Project Planning & Execution (PP&E) Manager, and you will independently advise the PP&E Manager and senior management on project quality issues and solutions.

The ideal candidate will perform the functions described below independently and with minimal oversight. The successful QCM will be mentored for future Quality Management opportunities within the organization.

This position is required to be in the field and travel at least 50% of the time.

 

Primary responsibilities and essential functions:

  • When requested, the QCM will be present at the jobsite when construction activities are being conducted. The field assigned QCM will:
  • Be tasked with ensuring that all construction/demolition work is in compliance with the contract requirements and will have the authority to direct repair or replacement of work that does not meet the requirements of the contract documents.
  • Have the authority to stop any ongoing work deemed not meeting the requirements of the contract.
  • Provide direct feedback to the PP&E Manager regarding the effectiveness of the Construction Quality Control Plans on each project.
  • Be physically on the project site for the duration of the contract work to inspect and verify the work and to ensure that all work fully complies with the approved design drawings and specifications. The QCM will inspect RSI’s and subcontractor-furnished materials and equipment and perform follow-ups of work to ensure compliance with contract plans and specifications.
  • Conduct & document preparatory, initial, and follow-up inspections for each definable feature of work. This will include ensuring the Project Safety Professional has reviewed/updated applicable JSAs for the DFOW in the preparatory meeting.
  • Document and track deficiencies / quality issues through resolution.
  • prepare and certify Daily QC Report (DQCR).
  • Identify the need and assist in the procurement of subject matter experts (SMEs) to conduct specialty inspections as required.
  • Review and evaluate all third-party QC testing data for compliance with the drawings and specifications.
  • Identify and log any quality deficiencies identified via inspection and testing, will review the non-conformance with the site team and subcontractors, and will track the issues through resolution/completion.
  • Conduct and document pre-final inspections, develop and track punch lists through completion, and conduct and document final acceptance inspection.
  • Maintain closeout documentation throughout the project (as-builts drawings, inspection, tests, submittal, etc.).
  • Train and mentor junior QCMs to conduct field quality control inspection and testing programs under your supervision.
  • Review submittals for compliance with the contract specifications, perform materials receipt inspections, support construction planning and scheduling, support answers to field questions from subcontractors, and prepare project quality reporting.
  • Planning functions will include participating in Project Planning supporting project charter and project management plan development for future projects, reviewing contract and subcontract quality language, supporting design and constructability reviews from a quality perspective, developing project-specific Construction Quality Control Plans and lists of Definable Features of Work, and supporting acquisition and field execution planning. For shovel-ready projects, the QCM will support proposal and bid development.
  • For completed projects, support closeout and lessons learned reviews and ensure all documents required for project close-out are submitted by subcontractors at the end of each project.
  • Update template QCPs and quality language in our standard documents as requested.
  • Review plans and audit Quality Control programs implemented by Subcontractors.
  • Support Project Manager, Technical Monitor, and Procurement staff regarding subcontractor and vendor oversight/administration and procurement of subcontracts, equipment, and materials.
  • Support PM in planning and scheduling field work. Assist in interpretation of drawings and specifications for field crews and craft supervision.
  • Participate in meetings with subcontractors and vendors to discuss and review progress, quality issues, and schedule, and resolve issues as necessary.
  • Participate in internal monthly project reviews.
  • Participate in lessons learned reviews.
  • Other duties as assigned.

 

Work experience, skills, and capabilities needed:

  • Experience with performing construction quality control inspections and testing for civil and vertical construction and demolition projects for the Federal Government.

  • Experience with stormwater pollution prevention Best Management Practices.

 

Technical knowledge, certifications/licenses, and software proficiency required

  • USACE Construction Quality Management for Contractors Training and current certificate
  • Valid drivers’ License
  • Proficient in Microsoft Suite (Outlook, Word, Excel, Teams)

 

Desirable qualifications, experience, or proficiencies of the ideal candidate:

  • Professional Certifications related to quality management is preferred.

 

Required Education and Years of Experience:

Bachelor’s degree in construction management or related discipline with a minimum of 5 years relevant construction quality control experience and the required certifications.

 

Working Conditions and Physical Requirements:

The employee exerts up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

 

Able to travel on uneven ground for several miles (2-4 miles) per day under adverse weather conditions. Much of the traveling is up and down hills. Able to work in hot, cold, windy, and sometimes wet conditions. Able to work alone for several hours per day in the field.

 

The employee is regularly required handle or feel, to reach, and communicate. The employee is frequently required to move about and maintain various positions. The employee must have the ability to perceive the environment and observe technical material and emails.
