Proposal Manager

RSI is seeking an experienced federal proposal professional to manage proposals, assist with capture, and write sales documents ranging from large, complex proposals to smaller task order proposals, qualification statements, and other formal sales deliverables, primarily in the federal nuclear and environmental markets. This position is located at our corporate office in Oak Ridge, TN. Remote candidates that are highly qualified will be considered.

 

The ideal candidate has a strong understanding of federal government contracting and the federal government’s procurement lifecycle, excels at managing the proposal process and writing compelling narrative, is a driven professional who embraces challenges and is eager to jump in and learn new things, demonstrates business acumen, and is motivated to be a part of a rapidly changing environment.

Responsibilities

  • Leads multiple, concurrent pursuits in various stages of the federal procurement process.
  • Plans and manages all phases of the proposal development process (e.g., opportunity response plans based on RFP requirements, status/review meetings, color team reviews, section development/iteration/finalization, compliance review, production, and delivery)
  • Analyzes and synthesizes technically complex data to write technical proposals, past performance, corporate experience, management proposals, and/or resumes.
  • Writes capability statements, statements of qualifications, responses to sources sought, and various marketing collateral that communicates the sales message.
  • Regularly interfaces with, interviews, and extracts raw data from operations or field personnel, and/or subject matter experts from diverse technical backgrounds to develop sales or marketing materials.
  • Creates compliance/assignment matrices, storyboards, annotated outlines, proposal sections, proposal schedules, marketing materials, presentations, qualification statements, fact sheets, and related documents.
  • Develops capture plans, win themes, and competitor analyses.
  • Leads challenge teams, go/no-go and bid/no-bid meetings, and color team reviews.
  • May engage directly with clients and potential clients.
  • Conducts customer, competitor, and market research, as required, to contribute to strategy development.
  • Prepares data calls for information needed from teaming partners or subcontractors.
  • Coordinates with pricing, estimating, and contracts teams to prepare cost and business proposal volumes.
  • Works with graphic design staff to conceptualize graphics that effectively illustrate sales concepts.
  • Develops new or updates existing sales qualification and reference materials for current and future pursuits to improve the quality and efficiency of sales document preparation.
  • Performs additional duties as assigned.

 

Job Knowledge/Qualifications

  • Critical thinking skills with ability to read, understand, and communicate technical requirements.
  • Strong writing and research skills to support federal business development and sales efforts.
  • Excellent verbal and written communication skills, including proficiency in grammar, punctuation, and spelling.
  • Ability to perform capture planning to develop response strategies.
  • Knowledge of clients, competitors, contracting mechanisms, industry trends, and business development processes
  • Ability to work with diverse teams to understand client needs, challenges, and drivers; the competitive landscape; teaming partner needs and opportunities; outside influences; and our key differentiators.
  • Ability to work independently but also be a great team player with a collaborative mind set and interpersonal skills aligned with our company culture and values.
  • Ability to develop compliant requirements outlines and compelling storyboards for assigned sections.
  • Ability to support capture planning and work with capture team to develop proposal response strategies.
  • Skilled in managing multiple assignments with varying degrees of complexity and competing deadlines.
  • Intermediate to advanced knowledge of and experience with Microsoft Word, Microsoft PowerPoint, and Adobe Acrobat
  • Meticulous attention to detail is required.
  • Ability to thrive in a fast-paced environment and at times under pressure in response to specific customer and stakeholder requests and deadlines.
  • Work may be required outside normal business hours and sometimes on short notice; must be willing and able to travel.

 

Education

  • Bachelor’s degree in related field

 

Experience

  • 10 years of experience with the federal government procurement process including developing federal proposals
