Job Title: UMTRCA Site Operations Lead
Location(s): Grand Junction, CO
Status: Full-Time
FLSA: Exempt
Hiring Range: $80,000.00 - $120,000.00/yr. (The anticipated starting salary pay range of $80,000.00 - $120,000.00/yr. is based on minimum requirements for this position. Minimum requirements are a bachelor’s degree (or equivalent) and at least 5 years of experience of relevant experience. The offered salary will be based upon the selected applicant’s education, training, and experience.)

RSI EnTech, LLC is recruiting for a UMTRCA Site Operations Lead who will be responsible for supporting the LM long-term maintenance and surveillance mission for UMTRCA sites. Primarily supports the subtask through performance of field operations. Coordinates site monitoring and maintenance activities. Applies ISMS/IWCP principles to support the planning and execution of work.

 

This position is required to travel and be in the field up to 25% of the time.

 

Primary responsibilities and essential functions:

  • Understands and applies organizational core values and provides leadership to ensure that organizational core values, requirements, and expectations are embodied in the execution of work.
  • Completes timesheets, expense authorizations, and expense reports in accordance with established requirements.
  • Supports site leads in the planning and execution of field work in accordance with ISMS principles and ICWP processes and established LMS processes and procedures.
  • Assists in the preparation of schedules and budgets as assigned.
  • Coordinates field operations related to LTS&M mission support for inspections, field data collection, system operations and maintenance, systems repairs, minor site maintenance, subcontracted field support, and LTS&M operational interface with major projects initiatives involving construction or decommissioning actions.
  • Participates in site inspections and other field and non-field activities to execute requirements stipulated in the Long-Term Surveillance Plan, Groundwater Compliance Action Plan, or equivalent document on behalf of LM.
  • Prepares work product as assigned to support specific LTS&M goals and objectives.
  • May function as a subject matter expert (SME) on behalf of the organization in areas of expertise associated with specific education, training, and experience.
  • Interacts professionally and effectively with LM staff, as assigned, to provide support consistent with contract requirements.
  • Completes assigned training and required reads in accordance with scheduled time frames.
  • Supports responses to requests for mission support information from internal and external entities.
  • Provides information required to support routine and non-routine project status reporting.
  • Supports FIMS inspections, reporting updates, as assigned.
  • Performs EFR/ERC and SMRP annual reviews and updates, as assigned.
  • Supports annual site environmental report updates, as assigned.
  • Prepares annual site hazards survey update.
  • Prepares site specific emergency response information updates.
  • Attends routine staff meetings; monthly VPP safety meetings; and other internal and external meetings as required.
  • May assist in the preparation of technical abstracts and papers in collaboration with SMEs and LM POCs for presentation at conferences, meetings, and forums identified as integral to mission goals.
  • Coordinates and communicates effectively with functional support organizations.
  • Communicates effectively with supervisors and subtask management.
  • Other duties as assigned.

Work experience, skills, and capabilities needed:

  • Knowledge of fundamental principles, concepts, and techniques in the coordination of environmental projects/programs, including environmental regulations, budgetary functions, and matrix management systems.
  • General knowledge of principles, concepts, and techniques in geology, hydrology, geotechnical or environmental engineering, or equivalent environmental sciences.
  • Experience in planning and managing construction activities and associated support resources, reading, and understanding engineering plans and specifications, and procurement of construction subcontracts would be advantageous.
  • A high level of safety awareness, ability to execute work safely.
  • Lead by example and contribute to a safe working culture is required.
  • Knowledge of the management techniques and processes required to develop and manage work scope, schedules, and budgets.
  • Language, mathematical, communication skills; and reasoning ability and computer skills necessary to perform essential functions of the job.
  • Demonstrated ability to act independently and provide technical vision while also communicating effectively to ensure vertical awareness of key issues.
  • Ability to ensure that all site activities are conducted in a safe manner and comply with established policies and procedures.

Technical knowledge, certifications/licenses, and software proficiency required:

  • Proficient in Microsoft Office: Word, Excel, PowerPoint, and Outlook.
  • Valid driver’s license.

Desirable qualifications, experience, or proficiencies of the ideal candidate:

  • Project Management Professional certificate.
  • Professional Engineer certificate.
  • Professional Geologist certificate.
  • Proficient or skilled in using Microsoft Project is a plus.
  • Experience collecting, analyzing, and writing technical reports related to radiologically contaminated Department of Energy sites.
  • Experience preparing and reporting on project schedules and budgets with an understanding of Earned Value Management techniques.
  • Knowledge on acting as a Team Lead or Site Lead.
  • Strong understanding of UMTRCA regulations.
  • Demonstrated ability and proficiency in responding to emergent requests (i.e., briefing packages, site management and practices updates).
  • Ability to collaborate with multiple governmental agencies, regulators, LM managers, and stakeholders.

 

Required Education and Years of Experience:

Bachelor’s degree in Physical Science, Environmental Engineering, Civil Engineering, Geotechnical Engineering, Geological Engineering, or Chemical Engineering with a minimum of 5 years. Experience in lieu of education may be considered.

 

Working Conditions and Physical Requirements: 

While performing the duties of this job, the employee is regularly exposed to moving mechanical parts, fumes, or airborne particles and outside weather conditions. The employee is regularly exposed to work in high, precarious places, toxic or caustic chemicals, risk of electrical shock and risk of radiation and vibration. The noise level may be loud due to equipment or machinery used.

 

The employee exerts up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. 

 

The employee is regularly required handle or feel, to reach, and communicate. The employee is frequently required to move about and maintain various positions. The employee must have the ability to perceive the environment and observe technical material and emails.
