Position Summary
RSI is recruiting for a Data Management System Coordinator who will be responsible for gathering requirements for their assigned system; using the gathered requirements to define the strategic direction for the system; analyzing and coordinating schedules and timelines; guiding the work of technical staff; acting as the main point of contact for their system; and ensuring EGDM’s mission and scope of work are successfully performed and conducted in accordance with LM requirements.

Hiring Range: $75,000.00 - $90,000.00 per year. (The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)
This position is required to travel less than 10% of the time.
Essential Duties and Responsibilities
- Collaborate with stakeholders to create, refine, and implement data management system and data requirements, standards, objectives, and procedures.
- Promote the use of the assigned data management system by creating and delivering educational and awareness materials.
- Develop the strategic direction of the data management system and related program based on gathered requirements.
- Develop or update project plans including objectives, technologies, schedules, funding, and staffing.
- Collaborate with managers and leads to facilitate the execution of project work and standalone tasks.
- Coordinate the completion of ad-hoc work requests received from stakeholders and backlog work requests assigned to the data management system team and its members.
- Support the LM Unified Governance Program, which may include leading and/or participating in working groups, acting as a data management system subject matter expert, etc.
- Oversee the development and implementation of quality control and quality assurance plans and procedures.
- Oversee data quality improvement efforts for their assigned data management system, including the development and use of data quality metrics.
- Stay current on emerging technologies and best practices in associated industries and maintain relevant skills by participating in the completion of data management system tasks.
- Coordinate communications between stakeholders and system personnel.
- Coordinate with other departments, groups, teams, or other third parties, to ensure support of data management activities.
- Relay system, project, or task status, and other pertinent information to upline managers.
- Collaborate with others to plan, schedule, prioritize, and coordinate system or project tasks and work assignments to meet deadlines.
- Resolve customer complaints or answer customers' questions regarding policies and procedures.
- Confer with system personnel to identify and resolve problems.
- Identify, review, or recommend vendors or consultants to meet system or project needs.
- Monitor system and project milestones and deliverables.
- Monitor the performance of system team members to provide performance feedback.
- Produce and distribute project documents.
- Schedule or facilitate system or project meetings.
- Submit deliverables to clients, ensuring adherence to quality standards.
- Assess current or future stakeholder needs and priorities by communicating directly with stakeholders, conducting surveys, or other methods.
- Prepare purchase requisitions for equipment, software, or services and submit them to management for approval.
- Participate in EGDM financial activities, including monitoring activity on assigned charge codes, estimating levels of effort, and tracking project performance.

Desired Skills and Knowledge
- Ability to clearly communicate with individuals who may have differing levels of comprehension related to electronic and mechanical systems.
- Ability to have a safety-centered mindset when performing and planning work. Foster a safety-first mindset amongst the SOARS team.
- Proficient with the Campbell Scientific suite of software.
- Experience programming Campbell Scientific dataloggers, ancillary components, and sensors.
- Ability to identify and arrange metrics, which are valuable analogs for operations. Ability to design and maintain user dashboards, which relay pertinent and valuable information to clients.
- Ability to think systematically to troubleshoot complex systems.
- Proficient with SDI-12, 4-20 mA, and Modbus protocols.
- Ability to interpret engineering drawings and schematics to articulate system needs and potential deficiencies.
- Experience designing and installing battery-based 12V and 24V DC power systems.
- Experience designing, installing, maintaining, and troubleshooting remote cellular and radio communication networks.
- Experience maintaining, troubleshooting, and repairing low-voltage DC power systems and low-voltage instrumentation.
- General understanding of fluid statics and dynamics to inform troubleshooting of pumping systems.
- Experience with, or ability to manage, a government purchase card and all the associated duties.
- Ability to use critical thinking skills to formulate corrective actions for issues that are identified due to incidents or reported inefficiencies.
- Experience researching and procuring a wide variety of equipment and supplies while adhering to procurement policies and procedures.
- Ability to effectively manage a large physical and electronic inventory of equipment, having a wide geographic distribution.
- Ability to delegate tasks to other team members when appropriate. Communicate clearly to let stakeholders know if a deadline will not be met.
- Ability to manage an inventory of tools, instruments, and field verification equipment. Ensure all applicable instruments are held to a schedule for NIST traceable calibrations.
- Ability to strategically formulate and manage a comprehensive field schedule to evenly distribute field work.
- Ability to work closely with the Cyber Security and Operational Technology groups to ensure that the SOARS program remains compliant with all cyber security requirements.
- Experience with configuration change control systems. Ability to submit change requests for all applicable hardware and software field changes. Attend weekly change control meetings to report on SOARS-associated changes.
- Ability to track and compile weekly field tasks for the SOARS team and submit these to the EGDM manager in an organized and timely fashion.
Required Education and Years of Relevant Experience
- Bachelor’s degree in Science, Technology, Engineering, Math, or related field.
- 7 years of relevant experience preferred.
Licenses and Certifications
- Valid Driver’s License.
- No professional certification required.

Essential Physical Requirements
