Position Summary

The Project Management Office (PMO), Manager provides strategic leadership and oversight for project controls, estimating, risk management, and strategic proposal pricing functions across multiple projects and RSI entities.

This position ensures alignment with organizational objectives by driving cost, schedule, and performance excellence. The manager serves as a key advisor to senior leadership, integrating financial, operational, and technical data to support informed decision-making.

 

Primary Responsibilities

  • Lead & Inspire: Build and mentor a high-performing Project Management Organization.
  • System Integration: Evaluate current, cost, schedule, scope management practices and make system integration recommendations, execute system integration upgrades, and manage integrated systems.
  • Procedure Updates and Implementation: Review, update, and maintain PMO procedures, forms, and governance to assist all RSI entities understand processes and program compliance.
  • Strategize for Success: Define and implement PMO standards that set the benchmark.
  • Mitigate Risk: Implement robust risk management and change control processes.
  • Workflow: Develop and implement strong workflows and process improvements.

 

Key Responsibilities

  • Leadership & Strategy
    • Define and implement PMO strategy to support organizational goals.
    • Lead, mentor, and develop a high-performing PMO.
    • Establish governance standards for cost, schedule, and risk management.
    • Coordinate strategic proposal pricing initiatives.
    • Establish a programmatic estimating approach, strategically collaborate with proposal teams, pricing teams, and manage quality estimating standards.
    • Create an integrated QC approach with the estimating team to ensure accurate, competitive, and strategic pricing.
  • Operational Excellence:
    • Oversee development and maintenance of integrated PMO systems using Primavera WinEst, and Deltek Cobra.
    • Ensure accurate forecasting, earned value analysis, and variance reporting for executive review.
    • Drive continuous improvement initiatives to enhance efficiency and profitability.
  • Stakeholder Engagement:
    • Provide executive-level reporting and actionable insights to senior leadership.
    • Create Business Unit dashboards to facilitate performance based discussions.
  • Risk & Compliance:
    • Implement robust risk management and change control processes.
    • Ensure compliance with contractual obligations and corporate standards.

 

Required Education and Experience

  • Bachelor’s degree in technical, financial, or business discipline (or equivalent experience).
  • Twelve (12) + years in project controls, including leadership roles and complex project environments.
  • PMP preferred.

 

Job Knowledge/Qualifications

  • Advanced proficiency in Primavera P6 and Deltek Cobra.
  • Strong knowledge of critical path method logic, cost/schedule integration, and earned value management.
  • Proficiency in MS Office; experience with Power BI preferred.
  • Familiarity with CostPoint financial reporting system.
