FLSA: Exempt

Hiring Range: $54K - $67K/yr. The offered salary is depending upon education, training, and experience of the selected applicant.

RSI EnTech, LLC is recruiting for a Construction Project Engineer (hereafter Project Engineer) with civil construction experience.

As a Project Engineer, you will be expected to be a project leader regarding safety and quality, and to support field and office management in the efficient and timely execution of project work. Your main field functions will include supporting subcontract oversight/administration; procurement of subcontracts, equipment, and materials; construction planning and scheduling; field quality control inspection and testing; answers to field questions from subcontractors; RFI development; change order development; development of field engineering solutions; and project reporting. Your main office planning functions will include supporting project charter and project management plan development; integrated project team tasks; permits, design, and compliance issues; and acquisition, submittal review, and field execution planning. For shovel-ready projects, you will support proposal and bid development. For completed projects, you will support closeout and lessons learned reviews. You will report directly to the Project Manager (PM), and you will advise the PM and senior management on project issues and solutions.

The ideal candidate will perform the functions described below independently and with minimal oversight from the PM. The successful Project Engineer will be mentored for future PM opportunities.

This position is required to be in the field and travel at least 50% of the time

 

Primary responsibilities and essential functions:

  • Support PM, Technical Monitor, and Procurement staff regarding subcontractor and vendor oversight/administration and procurement of subcontracts, equipment, and materials.
  • Support PM in planning and scheduling field work. Assist in interpretation of drawings and specifications for field crews and craft supervision.
  • Perform quantity calculations via field measurements and drawing take-offs.
  • Determine percent completed/installed for materials and subcontract work in support of vendor invoice review.
  • Assist with field surveying and field work layout.
  • Participate in field safety planning and safe execution.
  • Support field quality control inspection and testing.
  • Review and provide input on Submittals, develop draft RFIs and change orders, support the PM in developing field reports and project correspondence.
  • Maintain electronic and hard copy project records and files.
  • Participate in meetings with subcontractors and vendors to discuss and review progress, quality issues, and schedule, and resolve issues as necessary.
  • Participate in internal project reviews.
  • Develop answers to field questions from subcontractors.
  • Develop field engineering solutions, including assessing alternatives and preparing work plans, drawings/sketches, cost estimates, and engineering calculations.
  • Compile and maintain as-built documents.
  • Develop project charters and project management plans including objectives, scope, schedule, budget, and risk documents, as well as quality, human resources, communication, and acquisition strategy planning.
  • Support integrated project team tasks and meetings including technical assessments, conducting alternatives analyses, and providing recommendations based on objectives, costs, and schedule considerations. Develop/support subcontract work packages. Support permits, design, and compliance requirements identified by the team.
  • Support proposal and bid development for new projects.
  • Ensure all documents required for project close-out are submitted by subcontractors at the end of each project.
  • Consolidate lessons learned for team review.
  • Advise the PM and senior management regarding contractual and other project issues.
  • Train and mentor junior staff and field staff.
  • Other duties as assigned

 

Work experience, skills, and capabilities needed:

  • Experience with civil construction projects, and experience leading engineers.
  • Ability to read, analyze and identify discrepancies on drawings, specifications, and contract documents.

  • Knowledge and experience with land surveying, earthwork, concrete, hydrology, and hydraulics.
  • Experience with stormwater pollution prevention Best Management Practices.

 

Technical knowledge, certifications/licenses, and software proficiency required:

  • Proficient in Microsoft Suite (Outlook, Word, Excel, Teams).
  • Proficient in Microsoft Project.
  • Proficient in estimating spreadsheets and/or software.
  • Valid driver’s license.

 

Desirable qualifications, experience, or proficiencies of the ideal candidate:

  • Passed Fundamentals of Engineering (FE) exam and Professional Engineer (PE) registration are preferred.
  • Project Management Professional (PMP) certification is preferred.
  • USACE Construction Quality Management for Contractors training and current certificate is preferred.

 

Required Education and Years of Experience:

Bachelors’ Degree in Civil Engineering, Construction Management, or related discipline with a minimum of 5 years relevant construction experience.

 

Working Conditions and Physical Requirements:

The employee exerts up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

The employee is regularly required to use hands to handle or feel, to reach with hands and arms, and to talk or hear.

The employee is frequently required to sit and occasionally required to stand, walk, stoop, kneel, crouch, or crawl.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
