Job Title: UMTRCA Title II Site Lead
Location: Grand Junction, CO
Status: Full-Time
FLSA: Exempt
Hiring Range: $80,000.00 - $109,000.00/yr. (The anticipated starting salary pay range of $80,000.00 - $109,000.00/yr. is based on minimum requirements for this position. Minimum requirements are a Bachelor’s Degree (or equivalent) and at least a minimum of 5 years’ experience in similar roles or 4 years’ experience working in related roles on the LM contract. The offered salary will be based upon the selected applicant’s education, training, and experience.)

RSI EnTech, LLC is recruiting for an UMTRCA Title II Site lead who will practice and strive to meet the expectations in alignment with the integrated LM/LMS organization.

 

This position is required to travel and be in the field up to 25% of the time.

 

Primary responsibilities and essential functions:

  • LMS Site Leads manage all site-related activities in accordance with applicable laws and LM/LMS requirements and procedures, and directly support LM Site Managers.
  • Conduct technical and site management activities for LMS Task Order 8 projects. These activities include writing and reviewing technical reports, planning, and overseeing project initiatives, planning, and performing annual site inspections, reviewing, and analyzing regulations and policies that impact LM activities, management and oversight of construction projects, evaluating environmental analytical data, developing and managing annual, lifecycle, and project schedules and budgets.
  • Act independently and provide technical vision while communicating effectively to ensure LMS management awareness of, and alignment with, key issues.
  • Manage multiple teams and tasks and plan, coordinate, and control work to ensure proper implementation of procedures and to meet project deliverables.
  • Proactively manage assigned responsibilities by analyzing problems and opportunities, identifying key tasks and critical steps, and establishing priorities and contingency plans.
  • Work with internal and external subject matter experts to ensure that technical and regulatory issues are successfully addressed and resolved.
  • Interface regularly with LM clients to plan work and review project status.
  • Prepare weekly and monthly reports required by LMS management.
  • Other duties as assigned.

Work experience, skills, and capabilities needed:

  • Experienced with the principles, concepts, and techniques required to conduct planning, management, coordination, and execution of complex environmental projects and programs.
  • Successful experience working with environmental regulations, budgets, schedules, and matrix management systems is required.
  • Performance of related work requiring language, mathematical, and computer skills necessary to perform essential job functions.
  • Knowledge to execute work safely and lead by example to contribute to a safe working culture.
  • Working knowledge of relevant environmental regulations, e.g., UMTRCA, NEPA, CERCLA, RCRA.
  • Familiarity using management techniques and processes required to develop and manage work scope, schedules, and budgets.
  • Experience presenting information on technically complex subjects to a variety of internal and external audiences.
  • Experience writing work plans and technical reports.

Technical knowledge, certifications/licenses, and software proficiency required:

  • Proficient in Microsoft Office Outlook, Word, Excel, and PowerPoint.
  • Understanding on communicating clearly and persuasively, both in writing and verbally, with coworkers, clients, and stakeholders.
  • Valid driver’s license.

Desirable qualifications, experience, or proficiencies of the ideal candidate:

  • Experience managing projects with multiple tasks and deadlines is desired.
  • Demonstrated ability to oversee and manage a broad range of strategic requirements and to develop and execute plans to satisfy them.
  • Experience working with multiple governmental agencies, regulators, and stakeholders.
  • Experience developing and presenting information on technically complex subjects to a variety of internal and external audiences.
  • Project Management Professional certificate.
  • Professional Geologist certificate.
  • Professional Engineering certificate.
  • Experience collecting, analyzing, and writing technical reports related to radiologically contaminated Department of Energy sites.
  • Understanding on preparing and reporting on project schedules and budgets with a understanding of Earned Value Management techniques.
  • Prior experience acting as a Team Lead or Site Lead.
  • Strong understanding of UMTRCA regulations; demonstrated ability and proficiency in responding to emergent requests (i.e., briefing packages, site management and practices updates) .

 

Required Education and Years of Experience:

Bachelor degree in Physical Science, Biological Science, Environmental Engineering, Civil Engineering, Geotechnical Engineering, Geological Engineering, Chemical Engineering, or related field with a minimum of 5 years’ experience in similar roles or 4 years’ experience working in related roles on the LM contract. Experience in lieu of education may be considered.

 

Working Conditions and Physical Requirements:

While performing the duties of this job, the employee is regularly exposed to moving mechanical parts, fumes or airborne particles and outside weather conditions. The employee is regularly exposed to work in high, precarious places, toxic or caustic chemicals, risk of electrical shock and risk of radiation and vibration. The noise level may be loud due to equipment or machinery used.

The employee exerts up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

The employee is regularly required to use hands to handle or feel, to reach with hands and arms, and to talk or hear. The employee is frequently required to sit and occasionally required to stand, walk, stoop, kneel, crouch, or crawl.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.
