Job Summary:
The Asbestos Training & Compliance Coordinator is responsible for leading, coordinating, and maintaining safety compliance, training, and certification programs with a primary focus on asbestos hazards and state-mandated regulatory accreditations. Serving within a Department of Energy (DOE) prime contractor environment, this role manages state-level asbestos accreditations and training profiles for over 600 employees across multiple nuclear and high-hazard operational areas (including Y-12, ORNL, and specialized waste facilities).
The coordinator acts as the primary instructional lead for asbestos awareness, manages complex compliance databases, coordinates regulatory financial transactions with state entities, and supports secondary safety programs such as Beryllium protection, fire safety, and emergency response.
Roles & Responsibilities
1. Instructional Leadership & Training Delivery
- Lead Instruction: Serve as the lead instructor for Asbestos Awareness courses, ensuring training content is engaging, updated, and meets all regulatory criteria.
- Backup Instruction: Maintain qualifications to act as a secondary/backup instructor for other safety courses, including Adult First Aid/CPR/AED, Fire Watch, and Fire Extinguisher Practical operations.
- Continuous Qualification: Proactively pursue cross-qualification in emerging site programs, such as the Suspect and Counterfeit Items (S&CI) training curriculum.
2. Regulatory Compliance & Accreditation Management
- Accreditation Management: Oversee and maintain state asbestos accreditations for over 600 personnel across seven distinct operational areas (including Y-12, ORNL, Heritage, NucOps, EMWMF, ORRLF, and TWPC) to prevent regulatory lapses.
- Regulatory Surveillance: Regularly review and evaluate state laws, EPA regulations, and Tennessee Department of Environment and Conservation (TDEC) guidelines to ensure organizational compliance.
- Financial Facilitation: Coordinate directly with Control Account Managers (CAMs) and Project Control Engineers (PCEs) to process, track, and approve fee payments to state bodies (e.g., TDEC, META) for accreditation processing.
3. Training Administration & Database Management
- LMS Administration: Utilize specialized Learning Management Systems (such as LEARN) and reporting tools to track qualification cycles, monitor training records, and issue proactive notifications regarding mandatory credentials.
- Access & Qualification Cards: Administer and issue official qualification and field access cards to authorized personnel (e.g., Forklift, PAPR, Beryllium, Radiological Worker, and general access).
- Continuous Improvement: Evaluate and categorize incoming Opportunity for Improvement (OFI) safety and operational procedures utilizing the Corrective Action Management System (CAMS).
4. Operations & Vendor Coordination
- Supervisory Liaison: Work directly with field superintendents and department supervisors to manage individual and group asbestos accreditations, scheduling, and training conflicts.
- Vendor Coordination: Manage end-to-end schedules and logistics with external vendors to facilitate outsourced workforce certifications and mandatory re-certifications.
- Cross-Program Support: Provide alternate program leadership and technical support for adjacent safety programs, such as the site Beryllium Program, ensuring proper integration with medical surveillance approvals.
Requirements and Education:
- Bachelor’s Degree from an accredited institution. A degree with emphasis in Education, Communications, Occupational Health & Safety, or a related field is preferred.
- Safety Coordination / Training Admin: Minimum of 2–3 years of experience in training coordination, safety-related instruction, or regulatory administrative support.
- High-Hazard Industry Exposure: At least 1 year of hands-on experience in a radiological, nuclear, or industrial hazardous waste remediation environment (such as asbestos abatement or radiological waste handling).
- Regulatory Liaison: Demonstrated experience working with external regulatory bodies and managing state-level accreditation files.
Required Certifications (or ability to obtain upon hire):
- Asbestos Worker / Asbestos Abatement Certification
- Hazwoper (Hazardous Waste Operations and Emergency Response)
- Radiological Worker II (Rad Worker II)
- Adult First Aid/CPR/AED Instructor or Trainer Certification
- Beryllium Worker Certification
Preferred Requirements and Education:
- Instructional Delivery: Strong classroom management, presentation, and facilitation skills tailored to both technical field workers and management personnel.
- Software Proficiency: Mastery of Microsoft Office Suite (Word, Excel, PowerPoint) and intermediate knowledge of enterprise Learning Management Systems (LMS) and tracking tools.
- Process & Record Organization: Exceptional attention to detail in document control, financial tracking, and maintaining auditable personnel safety records.
- Problem Solving & Troubleshooting: Ability to analyze state laws, operational guidelines, and procedural changes to recommend strategic training alignment.
