Title: Safeguards and Security (S&S) Specialist - Nuclear Material Control & Accountability (NMC&A) – Technical Advisor
Job Summary:
Provide technical and administrative support services for the Project Management Office (PMO), Department of Energy (DOE), National Nuclear Security Administration (NNSA).
The ideal candidate will demonstrate excellent verbal and written communication skills, the ability to work both independently and collaboratively, strong organizational capability, and proven success managing multiple complex initiatives simultaneously.
Key Responsibilities
Safeguards & Security (S&S) Program Support (Primary Focus)
- Serve as a Subject Matter Expert (SME), working independently or on multi-disciplinary teams to analyze and resolve complex technical and operational Safeguards & Security issues.
- Support NNSA in the integration, review, and evaluation of Safeguards, Security, and Emergency Management strategies for the protection of the Savannah River Plutonium Processing Facility (SRPPF), including nuclear materials and personnel.
- Provide oversight and technical input into the development of Nuclear Material Control & Accountability (NMC&A) strategies, plans, and measurement systems across all process areas.
Risk Assessment, Compliance & Corrective Actions
- Plan, schedule, coordinate, and support the execution of security risk assessments for contractors and NNSA.
- Review assessment findings and validate that proposed corrective actions comply with applicable laws, regulations, policies, and DOE/NNSA directives.
- Provide formal recommendations to NNSA on the effectiveness of corrective actions prior to implementation.
Technical Documentation & Policy Alignment
- Provide technical coordination, document review, and editing services to ensure alignment with government requirements across assigned projects.
- Develop and maintain crosswalks and requirement matrices mapping DOE Orders, NNSA Policy Documents (NAPs), and project requirements.
- Review NAPs, analyses, plans, and implementation procedures for technical accuracy and compliance.
- Conduct periodic reviews of federal procedures to identify and correct references to outdated or superseded directives.
Assessments, Surveys & Reporting
- Assist in planning, coordinating, and tracking federal S&S surveys and self-assessments.
- Maintain and coordinate activities within the contractor Master Assessment Schedule.
- Draft, edit, and publish post-assessment survey reports in coordination with DOE-SR and NNSA.
- Prepare and deliver a consolidated quarterly report on the status of the contractor Safeguards & Security program, integrating inputs from multiple stakeholders.
Tracking, Coordination & Issue Resolution
- Track actions, milestones, and deliverables to ensure timely completion of all required activities.
- Monitor and support resolution of Findings, Observations, and Opportunities for Improvement (OFIs).
- Apply knowledge of DOE/NNSA directives to ensure proper closure of issues in compliance with regulatory requirements.
- Independently plan, organize, and execute assigned tasks while effectively communicating with all levels of management and staff.
Requirements and Education:
- Bachelor’s degree in Engineering, Science, or a related discipline (advanced degree preferred).
- Recognized Subject Matter Expert within the DOE or commercial nuclear complex.
- Demonstrated expertise in:
- Nuclear Material Control & Accountability (NMC&A)
- Physical Protection Systems
- DOE Orders and regulatory implementation, particularly within SRPPF or similar environments
- Proven ability to resolve complex technical challenges to successful outcomes.
- Strong technical writing, document review, and policy interpretation skills.
- Exceptional organizational and time management skills, including the ability to manage multiple concurrent projects under strict deadlines.
- Ability to communicate effectively both verbally and in writing across all organizational levels.
- Possess or has the ability to obtain a DOE/NNSA “Q” Clearance
Preferred Requirements and Education:
- Experience supporting the Savannah River Plutonium Processing Facility (SRPPF).
- Familiarity with DOE Orders, NNSA directives, and safeguards/security compliance frameworks.
- Management-level experience at DOE sites in:
- Material Control & Accountability (MC&A)
- Emergency Preparedness Programs
- Working knowledge of physical and digital security systems.
