Position Summary

RSI is recruiting for a Senior NEPA Project Manager who will Support the DOE Office of Legacy Management (LM) by executing its National Environmental Policy Act (NEPA) requirements and complying with federal, state, and local laws and regulations. This includes providing project management, technical document review, research and development analysis support, facilitation services and meeting support for all NEPA and environmental requirements. Strong communication skills, a comprehensive understanding of required laws and processes, and creative problem-solving acumen are essential for success in this role.

Successful Candidate must possess extensive expertise as a NEPA practitioner, particularly in the development and management of Environmental Impact Statements (EISs), Environmental Assessments (EAs), and Supplemental Analyses.  Candidate must have a strong understanding of various laws and regulations, including the Endangered Species Act, the Clean Water Act, the National Historic Preservation Act, the Archeological Resources Protection Act, and other applicable laws, regulations, Executive Orders, and agency requirements. Experience in mining or land management operations is highly desirable.

 

Job Title: Senior NEPA Project Manager
Location(s): Grand Junction, CO 
Status: Full-Time
FLSA: Exempt
Hiring Range: $100,000.00-$115,000.00 per year.  (The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)

 

This position is required to travel less than 10% of the time.

 

Essential Duties and Responsibilities

• Primary role and responsibility is to serve as a Senior NEPA Project Manager with expectation to perform NEPA documentation functions as required
• Support LM’s Uranium Leasing Program through preparation and oversight of NEPA compliance and documentation planning.
• Review and evaluate proposed actions in accordance with the DOE NEPA Implementing Procedures and other applicable environmental laws and regulations.
• Coordinate internal reviews, final document production, and submittals.
• Provide support to DOE NEPA Compliance Officers and complete assigned programmatic work tasks.
• Lead, prepare for, and attend NEPA team and other business meetings as requested.
• Managing and leading tasks for large-scale EIS-level projects, including but not limited to, project management (assisting with assembling multidisciplinary teams, assisting with developing schedules and cost estimates, executing project tasks, managing and overseeing subconsultants, and assisting with developing strategic plans).
• Working closely with clients, resource agencies, and environmental technical staff to prepare environmental documents and related technical studies.
• Track progress of requirements until completion and ensure schedules are updated and documents are entered into team and client document tracking systems.
• Update team and processes based on regulatory changes and agency protocols and requirements.
• Conduct policy and regulatory reviews for the client
• Participation on or directing project teams including subcontractors; preparing or directing staff in the preparation of technical studies.
• Demonstrate a high level of competence in the area of technical report writing related to NEPA compliance as well as other types of technical reports and regulatory documents.
• Complete periodic training courses.
• Other duties as assigned.

Required Education and Years of Relevant Experience

• Bachelor’s degree in Environmental Science or related field
• 12 years of relevant experience

Licenses and Certifications

• Valid Driver’s License
• No professional certification required

Required Skills and Abilities

• Experience coordinating NEPA teams and document preparation (developing schedules, resources assignments, client interaction, evaluating project scope and public interest).
• Skills and ability to perform critical strategic tasks, to interpret broad strategic requirements, and develop and execute plans to satisfy them.
• Experience working on multi-disciplinary projects.
• Experience and knowledge of resources and regulatory agencies in the western U.S.
• Excellent written, verbal, and interpersonal communication skills to develop and maintain relationships.
• Prior experience participating in or leading meetings with clients, subcontractors, and agencies.
• Proficiency of all aspects of NEPA compliance procedures
• Knowledge of Federal Agency implementation protocols for NEPA compliance

Essential Physical Requirements 

Light: Work involves moving objects by exerting up to 20 pounds of force occasionally, or up to 10 pounds of force frequently, or a negligible amount of force constantly. Physical demand requirements are in excess of those for sedentary work. Even though the weight lifted may be only a negligible amount, a job/occupation is rated for light work when it requires (1) a significant degree of walking or standing, (2) mostly sitting while pushing or pulling arm or leg controls, or (3) working when the weight of the materials is negligible. (The constant stress and strain of maintaining a production-rate pace, especially in an industrial setting, is physically demanding of a worker even though the amount of force exerted is negligible).
