Position Summary
RSI is recruiting for a Senior Project Manager who is expected to lead the successful execution of larger scale horizontal infrastructure, environmental, and groundwater projects from inception to completion. The Senior Project Manager is a pivotal leadership role, instrumental in driving project success through exemplary environmental, safety and health, and quality standards, including disciplined project management principles, efficient project delivery, and overseeing diverse, cross-functional teams in both office and field environments. The Senior Project Manager should possess and demonstrate advanced knowledge in project management principles (PMI and PMBOK), development of decomposed, resource loaded schedules and budgets, earned value management, and problem-solving techniques. Previous experience should demonstrate successful understanding of these knowledge areas. This knowledge and experience will be applied to effectively manage project scope, schedule, budget, and change management processes to achieve project milestones, deliverables, and performance objectives.

Hiring Range: $90,000.00 - $125,000.00 per year. (The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)
This position is required to travel 20% of the time.
Essential Duties and Responsibilities
- Responsible for development, implementation, and leading larger scale horizontal infrastructure, environmental, and groundwater projects supporting the U.S. Department of Energy (DOE), Office of Legacy Management (LM).
- Responsible for performing requirements identification and management to ensure compliance with various federal regulations (e.g., CERCLA, RCRA, UMTRCA, and/or state regulatory programs), DOE Orders, policies, procedures, Federal Acquisition Regulation (FAR), and Department of Energy Acquisition Regulation (DEAR) clauses.
- Responsible for establishing cross functional project teams, client interface, client interface, client relationships, client negotiations, change management, and stakeholder engagement (internal and external).
- Responsible for establishing a disciplined and strategic approach to initiate, plan, execute, and close out projects.
- Responsible for developing project proposals, establishing decomposed resource loaded schedules and budgets, and performing earned value management.
- Responsible for implementing risk management, establishing and maintaining risk registers, and developing and implementing risk mitigation strategies.
- Responsible for performing occasional field visits to perform oversight, assessments, and confirm progress and status updates align with schedule, milestones, and earned value management efforts.
- Responsible for fostering a continuous learning mindset, development of lessons learned, and issue reporting.
- Develop and manage various types of subcontracting documents utilizing various contracting types (e.g., time & material, cost plus, fixed unit price, firm fixed price, and lump sum).
- Compile, review, and perform independent peer reviews on technical or other relevant documents.
- Lead by example and mentor junior project managers.
- Other duties as assigned.
Required Education and Years of Relevant Experience
- Bachelor’s degree in Construction Management, Civil Engineering, or related field. Experience in lieu of education may be considered.
- Minimum 7 years of experience.
- 12 or more years of relevant experience preferred.
Licenses and Certifications
- Valid Driver’s License.
- Professional Engineer (PE) registration or PMI® Project Management Professional (PMP) certification is preferred.
Required Skills and Abilities
- Excellent verbal and written communication skills.
- Experience and knowledge with horizontal infrastructure, environmental, and groundwater projects utilizing various contracting mechanisms (e.g., firm fixed price, cost-reimbursable, unit price contracts, and so on).
- Experience and knowledge with various federal regulations (e.g., CERCLA, RCRA, UMTRCA, and/or state regulatory programs).
- Experience and knowledge with client negotiations, client relationships, change management, and stakeholder engagement (internal and external).
- Experience and working knowledge with development of project proposals, baseline schedules, critical path, and earned value management.
- Familiarity with the Federal Acquisition Regulation (FAR) and Department of Energy Acquisition Regulation (DEAR) clauses.
- Familiarity with DOE orders, policies, and procedures for work planning, field oversight, and execution.
- Familiarity with risk management and development of risk mitigation strategies.
- Familiarity with asphalt, concrete, drilling, earthwork, hydrology, land surveying, and construction practices.
- Familiarity with estimating, estimating software, and requesting/reviewing estimates to ensure quality results.
- Direct and lead cross functional project teams, including subcontractors, to meet project objectives and milestones to achieve company and customer quality expectations, and project scope, schedule, and budget requirements.
- Lead investigation/characterization, remedial alternatives evaluations, design remedy implementation, construction, and overseeing development of engineered drawings, operations and maintenance plans.
- Ability to read, analyze and identify discrepancies on drawings, specifications, subcontractor documents, and other technical documents.
- Ability to initiate, plan, execute and closeout horizontal infrastructure, environmental, and groundwater projects in accordance with CERCLA, RCRA, UMTRCA, and other applicable regulations.

Essential Physical Requirements
Light: Work involves moving objects by exerting up to 20 pounds of force occasionally, or up to 10 pounds of force frequently, or a negligible amount of force constantly. Physical demand requirements are in excess of those for sedentary work. Even though the weight lifted may be only a negligible amount, a job/occupation is rated for light work when it requires (1) a significant degree of walking or standing, (2) mostly sitting while pushing or pulling arm or leg controls, or (3) working when the weight of the materials is negligible. (The constant stress and strain of maintaining a production-rate pace, especially in an industrial setting, is physically demanding of a worker even though the amount of force exerted is negligible).
