Job Summary:

The Training and Compliance Specialist (Training Point of Contact) is responsible for driving training operations, maintaining regulatory compliance, and managing logistics within high-consequence industrial facilities (e.g., Department of Energy cleanup and remediation sites). This role ensures 100% compliance with federal, state, and site-specific safety standards by coordinating multi-facility training programs, managing specialized hazard safety rosters, overseeing subcontractor onboarding, and administering high-volume Learning Management System (LMS) data.
 

Roles and Responsibilities

1. Program Coordination & Compliance Management

  • Training Leadership: Direct day-to-day training coordination and compliance workflows for a workforce of 300+ personnel, including direct employees and subcontractors.
  • Annual Block Training: Lead the end-to-end planning, curriculum alignment, and multi-track execution of annual block training for over 400+ personnel across multiple operational facilities.
  • Regulatory Liaison: Partner with project managers, site leadership, and state regulatory agencies to eliminate compliance gaps and maintain a constant state of audit readiness.

2. Specialized Safety Program Administration

  • Hazardous Program Support: Serve as the primary coordinator or alternate lead for critical safety programs, including the Mercury Worker Program and the Asbestos Program.
  • Logistics & Monitoring: Manage qualification renewals, training schedules, and medical surveillance logistics for active, specialized personnel rosters.
  • Credentialing & Access Control: Verify training qualifications and administer specialized credential issuance for high-hazard equipment and safety gear (e.g., forklift operations, Powered Air-Purifying Respirators/PAPR).

3. Data Integrity & LMS Administration

  • System Administration: Manage high-volume electronic training records, transfers, and system updates within the enterprise Learning Management System (LMS) / LEARN database.
  • Analytics & Reporting: Engineer and maintain advanced tracking matrices (e.g., Microsoft Excel) for deficiency monitoring, qualification expiration forecasting, and routine audit reporting.

4. Onboarding & Workforce Development

  • Standardized Onboarding: Coordinate the onboarding process for new hires and subcontractors, advising personnel on role-specific qualification pathways and training requirements to align workforce capabilities with evolving job scopes.
  • Operational Communications: Manage end-to-end course schedules, facility room reservations, and cross-channel stakeholder communications to ensure continuous training delivery.

5. Administrative & Financial Support (Secondary)

  • Record Auditing: Audit training records and safety credentials to guarantee full adherence to site safety standards.
  • Operational Support: Leverage general business or basic financial acumen (e.g., ledger tracking, report preparation, data entry) to assist with program-related logistics, invoicing, and vendor/subcontractor agreements.

 

Requirements and Education:

  • Minimum: Associate’s degree in business administration, Accounting, Human Resources, or a closely related technical field.
  • Alternative: An equivalent combination of education, specialized military training, or professional certifications and direct experience in high-hazard industrial environments will be considered.
  • Minimum Experience: 3+ years of direct experience, driving training operations and regulatory compliance.
  • Industry Context: Experience working within high-consequence or highly regulated environments, such as Department of Energy (DOE) facilities, or complex industrial/remediation sites.
  • Technical Proficiency: Proven experience with enterprise-level Learning Management Systems (LMS) and advanced administrative software tools. Must possess advanced Microsoft Excel skills (e.g., spreadsheet modeling, deficiency tracking, data analysis) and high-volume data entry experience.

 

Preferred Requirements and Education:

  • Compliance Auditing: Proven ability to navigate complex regulatory frameworks (federal, state, and OSHA) and maintain 100% audit readiness.
  • Safety-First Mindset: Familiarity with industrial safety equipment, hazard-specific programs (Mercury, Asbestos), and respirator clearance processes.
  • Stakeholder Management: Exceptional interpersonal and communication skills to interface effectively with site employees, subcontractors, external vendors, and state agency representatives.
  • Organization & Detail: Strong organizational and multi-tasking abilities, capable of coordinating multi-track training schedules across multiple physical locations.

This position requires a REAL ID-compliant driver's license or identification card; or a U.S. passport as long as it clearly displays issuance date, expiration date, and color photo image.
