RSI is the primary support contractor for the U.S. Department of Energy’s Office of Legacy Management (LM). All work is conducted in accordance with the Legacy Management Support (LMS) contract statement of work (SOW)/Performance Work Statement (PWS) and in accordance with all applicable laws and LM/LMS policies and procedures. LM manages over 100 sites spanning several regulatory frameworks including the Comprehensive Environmental Response, Compensation and Liability Act (CERCLA), the Resource Conservation and Recovery Act (RCRA), and Uranium Mill Tailings Radiation Control Act (UMTRCA).

 

Position Summary

RSI is recruiting for a Site Lead who will be responsible for all site-related activities at their assigned CERCLA/RCRA site, to directly support LM Site Managers. Work scope at CERCLA/RCRA sites typically includes operations to support remediation, environmental monitoring, reporting, and inspection and maintenance of institutional controls. Several sites are open to the public, and stakeholder engagement is an essential component. Site Leads are responsible for ensuring safe execution of work conducted by the project team.

Hiring Range: $110,000 - $123,000.00 per year. (The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)

 

This position is required to travel 25% of the time.

 

Essential Duties and Responsibilities

  • Plan, develop, review, and approve work products to meet Contract Deliverables that are identified in the SOW/PWS. This typically includes quarterly and annual reports, updates to Long-Term Stewardship Plans (LTSP), CERCLA/RCRA-related documentation, and environmental monitoring reports.
  • Manage scope schedule and budget via Earned Value Management System (EVMS) – develop Baseline and serve as Cost Account Manager (CAM) for monthly financial reporting.
  • Ensure close coordination with the LM Site Manager (s) and with direct supervisor for reporting up the LMS chain of command.
  • Plan and authorize work under Integrated Work Control Process (IWCP), issue work via a Work Authorization Form (WAF).
  • Maintain communication with Emergency Management, update Site Emergency Response Information (SERI).
  • Provide input for routine reporting – Weekly Site Operations and management update, Monthly TSR update, LM status requests, etc.
  • Provide timely contribution to Functional organizations for Contract Deliverables as requested.
  • In coordination with the LM Site Manager communicate with regulators and stakeholders as needed. Includes development of agendas, presentations, meeting notes, and personal communication.
  • Conduct Management Assessments and support Quality Assurance (QA) representatives with internal and external audits, and address AIMS issues as needed.
  • Communicate with Functional organizations regarding resource needs, upcoming field work, projects and document review/submittal.
  • If assigned direct reports, manage via coordination with HR and Learning. Approve Timesheets, Expense Authorizations (EA) and Expense Reports (ER) as needed. Conduct performance evaluations and mentor staff.
  • Keep current with all required training.
  • Manage Records in accordance with Information Management requirements.
  • Manage FIMS assets in accordance with Asset Management requirements.
  • Maintain the site Risk Register.
  • Work on site approximately one week every month or as directed by the CERCLA/RCRA manager.
  • Other duties assigned.

 

Required Education and Years of Relevant Experience

  • Bachelor degree in science, business, engineering or related field. Experience in lieu of education will be considered.
  • 7 years of relevant/supervisory experience. 9 years of experience preferred.

 

Licenses and Certifications

  • Valid Driver’s License.
  • No professional certification required; Project Management Professional (PMP) certification is preferred

 

Required Skills and Abilities

  • Proficient in administering project controls processes using EVMS system and procedures for controlling large-scale project scope, schedule and budget.
  • Proficient with IWCP and Integrated Safety Management System requirements.
  • Excellent communicator, both verbally and in written form.
  • Knowledge and experience with CERCLA/RCRA regulations and processes.
  • Experience in Microsoft Office (Outlook, Excel, Word, and PowerPoint).
  • Demonstrated language, mathematical, and computer skills necessary to perform essential job functions.

Essential Physical Requirements 

Medium: Work involves moving objects by exerting 20 to 50 pounds of force occasionally, or 10 to 25 pounds of force frequently, or an above-negligible amount and up to 10 pounds constantly. Physical demand requirements are in excess of those for light work.
