Position Summary

RSI is recruiting for a Disclosure and Litigation Support Manager is responsible for managing complex external and internal records requests while using knowledge of the Electronic Discovery Reference Model process, conducting accurate and timely communications, and advanced interpersonal skills to lead and support a team of five professionals through efficient and effective public records, litigation support, Energy Employees Occupational Illness Compensation Program Act, and privacy practices.

FLSA: Exempt
Hiring Range: $105,000.00 to $115,000.00 per year. (The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)

 

This position is required to travel less than 10% of the time.

 

Essential Duties and Responsibilities

  • Managing sizable, complex, or non-routine records requests from external and internal sources in compliance with the Freedom of Information Act, Department of Energy General Council, and established Legacy Management policies and procedures.
  • Maintaining the Records Request Tracking Database to monitor timely review and response from departments and ensure data is collected according to all reporting requirements.
  • Using standardized searching methodology to research locations of documents, to include Microsoft 365, databases, electronic messaging systems, cloud-based storage repositories, tradition on-premises storage, or any other information system that may have records responsive to requests.
  • Using data analytics software to identify, organize, cull, and de-identify responsive records.
  • Performing complex query language searches to locate records using Microsoft Advanced eDiscovery or other similar search systems for public records, litigation discovery, or as needed for internal and external information requests according to the Electronic Discovery Reference Model, then applying appropriate legal holds to protect relevant records.
  • Providing expert advice and guidance on privacy to include data classification, identification of personal data, the methods to properly handle sensitive information, and de-identify information during disclosure.
  • Reviewing new and existing technology systems in coordination with Information Governance and Information Technology to ensure proper legal requirements are in place to ensure compliance with public records requirements.
  • Maintaining up-to-date knowledge of changes in case law and legislation regarding FOIA and litigation support concerning records requests and how to respond to requests.
  • Reviewing records gathered and evaluate whether any record or part thereof is exempt, redacted, and maintain appropriate redaction and exemption logs.
  • Coordinating with the Records and Information Management teams on records retention and internal and external information requests.
  • Instituting and monitory program efficiency to ensure the team meets all deliverables and other program metrics.
  • Developing and delivering training to staff, managers, and senior leadership on FOIA, litigation support, privacy, and other topics related to disclosure as needed.
  • Mentoring and managing a team of five disclosures and litigation support specialist on performance and productivity standards to ensure the efficient use of Legacy Management time and resources.
  • Other duties as assigned.

 

Required Education and Years of Relevant Experience

  • Bachelor’s degree in business, public administration, records/information management, library science or related field.
  • Minimum of 7 years of relevant experience

 

Licenses and Certifications

  • Valid Driver’s License
  • CEDS, CIPP, CRA, CRM, or IGP preferred. Must complete CEDS within two years of hire date.

 

Required Skills and Abilities

  • Proficient in eDiscovery software.
  • Proficient in Microsoft 365 to include Collaboration, Power Platform, Office Productivity, and Purview.
  • Proficient in Content/Data Analytics.
  • Proficient in Electronic Discovery Reference Model.
  • Understanding of privacy principles, data classification, and de-identification techniques.
  • Proficient in conducting complex searches using various search methods.
  • Proficient in draft and final copy communications to diverse audiences to include senior leadership.
  • Proficient in various forms of communication to support a dispersed work environment.
  • Proficient in monitoring and tracking records requests and litigation support while providing various reports on schedule or on-demand.
  • Demonstrate leadership in complex and dynamic work environments while managing multiple competing priorities.
  • Demonstrate collaboration and cooperation in various team settings to include physical and virtual environments.

Essential Physical Requirements

Medium: Work involves moving objects by exerting 20 to 50 pounds of force occasionally, or 10 to 25 pounds of force frequently, or an above-negligible amount and up to 10 pounds constantly. Physical demand requirements are in excess of those for light work.
