Position Summary

RSI is recruiting for a Sr. Research Analyst who will provide research, analysis, and recommendations to the DOE Office of Environmental Health Safety and Security (EHSS) for the Federal compensation programs, the Department of Energy Office of Legacy Management (LM), site operations project and technical leads, and to other areas across the DOE LM complex. This position is a Legacy Management Support (LMS) contractor position. Customers include agencies managing and providing research for Federal compensation programs, DOE LM managers, LMS site and project leads, and other operations and support organizations within LMS such as Real Property, Land Survey, Engineering, site management staff, and accounting and project controls.

Resources include the LM electronic records keeping system (Content Manager), the FUSRAP Considered Site Library, the Master Sites List, the NRC ADAMS online document database, Federal Records Centers and National Archives collections, and public information on the Internet.

Hiring Range: $80,000.00 to $110,000.00 per year. (The anticipated starting salary is based on the posted minimum requirements for this position. The offered salary will be based upon the selected applicant’s education, training, and experience.)

 

This position is required to travel less than 5% of the time.

 

Essential Duties and Responsibilities

  • Acquiring and applying knowledge of legacy MED, AEC, and DOE sites and Federal compensation programs to effectively respond to requests received by DOE EHSS from the Centers for Disease Control and Prevention, U.S. Department of Labor, the National Institute of Occupational Safety and Health, and the public via FOIA. Activities include researching records to support determination of site or project eligibility, work processes, and resulting hazards, time periods when hazards were present, and potentially affected the former work force population. Responses frequently require the employee to draft ghost letters for DOE EHSS to respond to the entities mentioned above.
  • Supporting the LM policies of preserving records to support DOE long-term stewardship obligations and of transitioning to digital records. This will include reviewing large volumes of paper and electronic documents, drawings, and other reference material for historical content, identifying records to be preserved by LM, and properly dispositioning records materials to CM and custodians of other records management systems (e.g., EQuIS, the Engineering drawing management system, land survey records, and other collections) managed to LM.
  • Providing support to LMS site operations to identify and retrieve documents needed by LM project staff and LMS site leads for site stewardship.
  • Ensuring preservation of records generated by site operations and other projects. This includes quality control oversight of LM records systems, applying lessons learned, and supporting development of guidance, protocols, and training.
  • Ensuring compliance with LM records management guidance, procedures, and requirements.
  • Supporting other requests and participating in information management work groups and outreach activities to customers, as requested. Perform project management tasks, including budget preparation, task plan monitoring and control, and reporting.
  • Other duties as assigned.

 

Required Education and Years of Relevant Experience

  • Bachelor’s degree in business, library science, scientific discipline or related field. Experience in lieu of education considered.
  • Minimum of 15 years of relevant experience

 

Licenses and Certifications

  • Valid Driver’s License

 

Required Skills and Abilities

  • Ability to comprehend the content of primary technical documents to effectively respond to FOIA requests received by EHSS and LM.
  • Professional approach for responding to questions received from DOE General Counsel about legacy records, their retrieval if held by LM, and if not, how to retrieve them from non-LM collections.
  • Ability to assist LM and LMS site operations leads to provide the necessary support to LM site transition of the records created by USACE and its subcontractors during the environmental remediation and closure of active FUSRAP sites.
  • Applied knowledge of federal records creation, maintenance, disposition, and preservation requirements.
  • Applied knowledge of LM’s electronic system and how to successfully retrieve the records in LM’s custody from site closures.

Essential Physical Requirements

Sedentary: Work involves exerting up to 10 pounds of force occasionally or a negligible amount of force frequently to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time but may involve walking or standing for brief periods of time.
