Position Summary

RSI is currently recruiting a full-time Senior Contracts Specialist in its Oak Ridge, Tennessee office.
 

Primary Responsibilities

  • Compile and issue Request for Proposal and Request for Quote packages
  • Create and issue basic materials purchase orders to suppliers
  • Create and issue a wide range of subcontracts to service, engineering, and construction providers
  • Request, review and analyze contractor cost proposals to determine reasonableness and acceptability of proposed costs
  • Understand, oversee, and monitor flow down requirements from prime contracts with customers
  • Negotiate price and terms with subcontractors and suppliers
  • Administer subcontract during performance including receipt, review, and dispositioning subcontractor requests for equitable adjustment and resolution of claims as well as ensuring payment is in accordance with the subcontract terms
  • Complete company credit application requests as needed
  • Conduct subcontract closeout activities as needed
  • Review and approve insurance certificates to ensure compliance with company requirements
  • Track prime contract and subcontractor funding, period of performance and other relevant information
  • Provide various types of administrative support to members of the RSI team when needed
  • Assist with review of procurement policies and procedures, helping with updates as needed
  • Monitor changes to FAR and other related federal requirements

 

Job Knowledge/Qualifications

  • Strong attention to detail and propensity for accuracy
  • Demonstrated administrative and organizational skills
  • Strong written and verbal communication skills
  • Understanding of basic legal terminology and legal concepts within terms and conditions
  • Understanding of Federal Acquisition Regulation (FAR) and FAR Supplements, including Defense Federal Acquisition Regulation Supplement (DFARS) and Department of Energy Acquisition Regulation (DEAR
  • Ability to exhibit professionally sound interpersonal skills with subcontractors and customers
  • Ability to work in fast-paced environment and handle competing priorities
  • Ability to perform work independently with minimal management oversight
  • Federal procurement, contract management and/or legal experience
  • Proficient in Microsoft Office Suite
  • Experience with Deltek Costpoint is desired

 

Required Education and Experience

  • Bachelor’s degree in business or related field
  • Minimum of 5 years’ experience in federal contract administration, subcontract administration and/or procurement

 

Clearance and Health Regiments

  • Criminal Background Check
  • Pre-placement Drug Screening
  • Must be able to obtain a clearance if necessary
  • Must be a U.S. Citizen
