Job Title: Emergency Management Watch Officer

Location(s): Westminster, CO

Hiring Range: $56,000.00 - $87,000.00/yr. (The anticipated starting salary pay range of $56,000.00 - $87,000.00/yr. is based on minimum requirements for this position. Minimum requirements are a Bachelor’s degree (or equivalent) and at least 5 years of relevant experience. The offered salary will be based upon the selected applicant’s education, training, and experience.)

RSI EnTech, LLC is recruiting for an Emergency Management Watch Officer who will serve as a member of the Department of Energy Office of Legacy Management (LM) Watch Office, which is responsible for monitoring, reporting, and responding to emergencies in a 24/7 capacity. This position is responsible for emergency recognition, call-taking, notifications, communications, and reporting in accordance with DOE Order 151.1D, Comprehensive Emergency Management System.

 

This position is required to travel at least 10% of the time.

 

Primary responsibilities and essential functions:

  • Serves as an Emergency Management Watch Officer responsible for emergency call taking, communications, and reporting.
  • Monitor and review various systems for emergencies or disasters impacting LM operations and staff.
  • Operate the mass notification system to alert and communicate protective action messaging.
  • Perform information gathering, validating, sharing and coordination with internal and external organizations.
  • Develop, prepare, and engage in formal and informal communications for internal and external stakeholders at all management levels.
  • Support the development, review, tracking, and maintenance of emergency planning documents, reports, presentation materials, and official correspondence.
  • Support the development and implementation, as well as participating in, emergency training, drills, exercises, and other readiness assurance activities.
  • Support the development and implementation of programmatic self-assessments and the identification of improvement items, corrective actions, and lessons learned.
  • Serve as a member of the Emergency Response Organization as a qualified Emergency Management Watch Officer and member of the Emergency Operations Center staff.
  • Other duties as assigned.

Work experience, skills, and capabilities needed:

  • Demonstrated experience serving as a member of a high-performing team that produced a successful outcome(s).
  • Demonstrated experience performing within a dynamic, high-stress environment.
  • Demonstrated experience with oral and written communication to internal and external stakeholders or customers.
  • Demonstrated experience in customer service within the government, nonprofit, or private/business sector.
  • Skill in operating radio, telephone, and computer equipment to receive, transmit, and record information.
  • Able to serve as member of the Emergency Response Organization and serve on an 24/7 on-call basis to respond to emergencies.

Technical knowledge, certifications/licenses, and software proficiency required:

  • Knowledge of emergency management principles, practices, and concepts.
  • Knowledge of the National Incident Management System and Incident Command System.
  • Proficient in Microsoft Office Suite
  • Valid driver’s license.

Desirable qualifications, experience, or proficiencies of the ideal candidate:

  • Experience working in an emergency dispatch or operations center.
  • Experience working for a Department of Energy Order 151.1D, Comprehensive Emergency Management System, compliant Emergency Management Program
  • Previous experience in, and knowledge of, Department of Energy Office of Legacy Management, operations, hazards, and organizations.

Required Education and Years of Experience:

Bachelor’s degree in Emergency Management, Business, Public Administration, English, Communications, or related field. A minimum of 5 years of emergency preparedness or response, facility operations, communications, or relevant experience. Experience in lieu of education may be considered.

 

Working Conditions and Physical Requirements:

While performing the duties of this job, the employee is regularly required to talk or hear. Specific vision abilities required by this job include close vision and distance vision. The noise level in the work environment is usually quiet to moderate.
