Job Title: Quality Assurance Manager

Location(s): Westminster, CO

Hiring Range: $146,000.00 - $180,000.00/yr. (Depending on education, experience, and location)

Status: Full-Time

RSI EnTech, LLC is recruiting for a Quality Assurance Manager who is responsible for formulating the quality assurance (QA) policy for the approval of the Legacy Management Support (LMS) Services Contract Program Manager. Directs the implementation of LMS QA program and administers the activities of the QA department. Coordinates quality programs within LMS RSI team with clients and regulatory agencies. Participates in activities related to quality within the industry. Informs corporate management of the effectiveness of QA program implementation. Additionally, manages the LMS RSI team Learning and Development Organization. Establishes and controls department budgets.

 

This position is required to travel at least 10% of the time.

 

Primary responsibilities and essential functions:

  • Identify and implement industry standard quality assurance practices and methods to include surveillance activities, assessments (e.g. independent and management used to meet audit and assessment requirements identified in all applicable DOE orders), cause analysis, trending, performance metrics, cause analysis, and corrective action planning based on the requirements of DOE Order 414.1 and Quality Assurance. Uses the International Organization for Standardization 9001:2015 Quality Management Systems as international consensus standard to manage tools to ensure quality objectives are achieved throughout LM’s technical, administrative, and operational functions.
  • Provide assistance in oversight activities and leverage a contractor assurance system to provide reasonable assurance that operations and management controls are effective and efficient and report findings.
  • Establish and maintain a suspect/counterfeit items identification and prevention program for DOE-LM supply chain.
  • Directs the technical and administrative activities of the QA and training department through appropriate subordinate managers.
  • Formulates LMS QA policies required to implement or supplement basic policies and recommends for the Program Manager’s approval.
  • Reviews and approves QA procedures and instructions defining responsibilities and functions of QA personnel within the LMS organization to ensure the required basic quality program is obtained and any additional requirements are justified.
  • Establishes and maintains client relationships at senior and project levels to provide free interchange of quality-related information and reasonable and timely resolution of quality problems.
  • Reviews and approves quality programs, plans, procedures, staffing, training programs, and changes in project scope affecting quality.
  • Reviews and endorses QA and training staffing requirements and departmental budgets for the Program Manager’s approval.
  • Formulates and monitors programs to assure management and clients that the QA training programs conform to policies and requirements; assures that required corrective action is reported and that follow up provides satisfactory completion of corrective action
  • Directs and coordinates the resolution of quality problems.
  • Provides periodic reports to management relative to the effectiveness of project programs and advises of any problems requiring special management attention with recommended solutions.
  • Directs the formulation of programs for maintaining the professional competence of QA personnel within the organization and provides assistance in training and indoctrination programs for LMS RSI Team personnel whose activities affect quality or training.
  • Ensures availability of qualified personnel for current and future requirements.
  • Provides departmental job hour estimates for new proposals, projects, and scope requirements.
  • Implements the QA program within the LMS RSI Team by reviewing and approving department procedures, directing corrective action programs, assuming lead responsibility for development of project QA programs, and coordinating quality-related activities of the corporation by interfacing with engineering, procurement, construction, admin services, test, operations, and decommissioning organizations.
  • Coordinates the QA program with other company and corporate management.
  • Other Duties as assigned.

Work experience, skills, and capabilities needed:

  • Demonstrated quality Assurance Management of a major program dealing with legacy stewardship activities of complex environmental impacted sites and assets either owned or managed by a position or business.
  • Excellence in oral and written communication, problem solving, analytical and team building skills.
  • Knowledge in the areas of management, engineering, procurement, construction, and startup and operation of large industrial, commercial, or governmental projects, and decommissioning of operating facilities.
  • Knowledge of QA principles and their application to engineering, environmental, procurement, construction, testing, operations, and decommissioning.
  • A working knowledge of regulatory agencies, regulatory guides, codes, and standards associated with the industry and an understanding of their potential impact when applied to corporate work.
  • Proficiency in providing direction and on-the-job training to assigned personnel.
  • Proficiency in establishing and controlling budgets.

Technical knowledge, certifications/licenses, and software proficiency required:

  • Proficiency in the use of a personal computer and Microsoft® Word software.
  • Valid driver’s license.

Required Education and Years of Experience:

Bachelor’s degree in Business Management, Engineering, Science, or related field with a minimum of 10 years relevant experience at the senior level.


Working Conditions and Physical Requirements:
