Hiring Range: $56,000- $87,000. (Depending on education, experience, and location)

Status: Full-Time

RSI EnTech, LLC is recruiting for an Emergency Management Watch Officer to serve as a member of the Department of Energy Office of Legacy Management (LM). The Watch Officer is responsible for monitoring, reporting, and responding to emergencies in a 24/7 capacity. This position is responsible for emergency recognition, call-taking, notifications, communications, and reporting in accordance with DOE Order 151.1D, Comprehensive Emergency Management System. This position is within the Emergency Management Department under the Environmental, Emergency Management, Safety, Healthy, and Quality Assurance organization and is a direct report to the Emergency Manager.
 

The candidate must be able to work watch office shift as assigned 4:00 a.m. to 12:30 p.m. Mountain, or 10:30 a.m. to 7:00 p.m. Mountain depending on business need. The schedule may be altered at any time. The candidate must also be able to work 24/7 on call as required for off hours, holidays, and weekends.
 

This position is required to travel <5% of the time.
 

Primary responsibilities and essential functions:

  • Serves as an Emergency Management Watch Officer responsible for emergency call taking, communications, and reporting.
  • Accurately records information about calls received and is able to summarize critical information and communicate with Emergency Management staff and other LMS managers and supervisors.
  • Monitor 1st responder social media, emergency notification systems, and websites; news stations; and the National Weather Service and other systems for emergencies or disasters impacting LM operations and staff.
  • Operate the mass notification system to alert and communicate protective action messaging.
  • Perform information gathering, validating, sharing and coordination with internal and external organizations.
  • Develop, prepare, and engage in formal and informal communications for internal and external stakeholders at all management levels.
  • Support the development, review, tracking, and maintenance of emergency management instructions, planning documents, reports, presentation materials, and official correspondence.
  • Participate in emergency training, drills, exercises, and other readiness assurance activities.
  • Support the implementation of programmatic self-assessments and the identification of improvement items, corrective actions, and lessons learned.
  • Serve as a member of the emergency response organization as a qualified Emergency Management Watch Officer.
  • Serve as a member of the Emergency Operations Center staff.
  • Perform other assignments within the emergency management organization as requested.
  • Perform all work in a safe and secure manner

 

Work experience, skills, and capabilities needed:

  • At least 5years of experience in emergency preparedness or response, facility operations, communications, or related field.
  • Demonstratable experience serving as a member of a high-performing team that produced a successful outcome(s).
  • Demonstratable experience performing within a dynamic, high-stress environment.
  • Demonstratable experience with oral and written communication to internal and external stakeholders or customers.
  • Demonstrated experience in customer service within the government, nonprofit, or private/business sector.
  • Skill in operating radio, telephone, and computer equipment to receive, transmit, and record information.
  • Able to serve periodically on a 24/7 on-call basis to respond to emergencies.

 

Technical knowledge, certifications/licenses, and software proficiency required:

  • Knowledge of emergency management principles, practices, and concepts.
  • Knowledge of the National Incident Management System and Incident Command System
  • Proficient in Microsoft Office Suite.

 

Desirable qualifications, experience, or proficiencies of the ideal candidate:

  • Experience in DOE operations center or watch office desired.

 

Required Education and Years of Experience:
Bachelor's Degree with a focus in Emergency Management, Business, Public Administration, English, Communications, or related field and at least 5 years of experience.

 

Working Conditions and Physical Requirements:
The employee must remain in a stationary position 50% of the time. This position needs to occasionally move about inside the office to access file cabinets, office machinery, etc. Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine, and computer printer. The person in this position frequently communicates with others who have inquiries. Must be able to exchange accurate information in these situations. Frequently moves documents and objects weighing up to 10 pounds. Must be able to observe and learn technical material and emails.

 

Minimal travel will be required to participate in training, drills, exercises, or department meetings. (<5%)
